A call for proposals was released on 10 May via the network of coordinators on education for democratic citizenship and human rights education, who are officially nominated representatives of the states party to the European Cultural Convention for the liaison with the Council of Europe in this area,. As a result the Advisory Board set up in the framework of the Pilot Project Scheme selected the 3 following project proposals:
- Pilot Project : Travel Pass to Democracy: Supporting Teachers in Preparing Students for Active Citizenship.
- Pilot Project : Charter on Education for Democratic Citizenship and Human Rights Education: Diversity of Approaches.
- Pilot Project : Three Country Audit of the Lower Secondary EDC/HRE Curriculum.
The various groups of partner countries will have 5 months to implement their projects and produce results. These results will contribute to the development of sustainable mechanisms for the promotion of citizenship and human rights education.
The Swiss-Ukrainian authorities organised two study visits in 2011 – 2012 for decision makers and education professionals to exchange and share information on the implementation of the principles and objectives of the Council of Europe Charter on education for democratic citizenship and human rights education . This initiative inspired the Council of Europe and the European Commission to initiate in May 2013, a pilot project scheme on "Human rights and democracy in action". This programme intends to contribute to the development of sustainable mechanisms for the promotion of citizenship and human rights education and is based on pilot projects involving at least two and up to five states party to the European Cultural Convention, including at least one member of the European Union. The goal of the pilot projects is to document all methods currently promoting citizenship and human rights education in the participating countries.
