Strengthening youth work systems

Youth work systems encompass the support structures and social context in which youth work operates.
To advance policy development at both European and national levels, the Youth Partnership will co-ordinate two expert groups:
- EU-Council of Europe reference group on youth work development at European level
This group will foster policy alignment, synergies, and collaboration among key stakeholders at the European level, building on the 4th Convention’s conclusions and the roadmap’s implementation, and the European Youth Work Agenda. It will also contribute to the Youth Partnership’s communication efforts, highlighting the value and impact of youth work across Europe. - Network of national correspondents on youth work
This network will strengthen youth work development at the national level, aligning with the latest policy frameworks of both institutions and the 4th Convention’s roadmap. Members will benefit from capacity-building opportunities and engage in activities outlined in the Youth Partnership’s workplan.
Mapping studies will be conducted on a regular basis to assess youth work development at European and national levels.
Highlights:
- Biannual meetings for the EU-Council of Europe Reference Group (from 2026).
- Biannual meetings for the Network of National Correspondents (from 2027).
- Joint meeting in 2028 to review progress since the 4th European Youth Work Convention, assess achievements, ad shape priorities for the future.
- Data collection and analysis on youth work developments at European and national levels.
