Young human rights defenders

Young people are often at the forefront of movements and initiatives defending human rights, particularly in the field of environmental protection, minority rights, gender and racial equality, student and migrant rights and peace demonstrations. At the same time, young people face increasing challenges, threats, and attacks in the context of shrinking civic space.

To combat the lack of consistent research and knowledge about young human rights defenders in Europe, the Youth Partnership is launching a new research initiative to examine this topic in depth.

This initiative will examine the situation of young human rights defenders in Europe, raising awareness and informing the work of the Council of Europe, the European Commission, and member States in their efforts to empower and protect young human rights defenders. It will also explore how youth work can support and sustain their engagement.

Objectives:

This new study will aim to:

  • Provide a better understanding of who young human rights defenders are, their situation and their areas of engagement
  • Identify risks and other obstacles that hinder the ability of young people to freely express their views and access justice
  • Assess their needs for support, including access to information and legal assistance
  • Map international and European legal instruments related to young human rights defenders, as well as existing national and European measures and programmes that empower and protect young people
  • Contribute to capacity-building and the empowerment of young human rights defenders through tool development

Expected outcomes:

  • A consultative meeting with young human rights defenders to exchange on the scope of the research
  • A comprehensive analytical report presenting findings
  • A dissemination event to discuss the report with researchers, policymakers, youth organisations, and young people
  • A practical tool for young human rights defenders offering support and practical guidance for their action
  • Knowledge Briefs: focus paper(s) summarising key insights in an accessible format
  • “Youth Knowledge Breakfast” webinar(s) exploring subtopics within the broader theme of young human rights defenders
