Public authorities in Türkiye’ raise their capacities on the identification, referral and protection of the child trafficking victims

Within the scope of the joint European Union and Council of Europe action on Strengthening the human rights protection of migrants and victims of human trafficking in Turkey”, 120 provincial and central level staff from Ministry of Family and Social Services and 12 personnel from Presidency of Migration Management received the training on strengthening the identification, referral and protection of child trafficking victims, which took place during 4-7 July 2022 in Antalya, 09-11 August in Bursa and 16-18 August 2022 in Gaziantep.

In Antalya the activity was opened by the opening speeches delivered by Project Assistant at the Council of Europe Ankara Programme Office Mr Arif Can Yildirim and Social Services Expert from Ministry of Family and Social Services Gülbahar Bayrak.

In Bursa, the opening speeches delivered by Head of Operation at the Council of Europe Ankara Programme Office Ms Pınar Baspınar and Deputy General Manager of Child Services under the Ministry of Family and Social Services Mr Seref Kazancı

In Gaziantep, General Manager of Child Services under Ministry of Family and Social Services Mr Dr. Musa Sahin and Head of Department of Protection for the Victims of Trafficking in Human Beings Mr Osman Koramaz and Senior Project Officer at Council of Europe Ankara Programme Office Ms Ebru Seylan delivered the opening speeches and at all trainings the institutions gave messages on the enhanced cooperation in the area of child trafficking.

Turkish Court of Cassation Public Prosecutor Rıfat Sagut, lawyer Seda Akco Bilen, psychologist Sevkat Gokcen Isbilen delivered fruitful and stimulating training sessions and case studies on the characteristics of identification of child trafficking, referral and protection of the victims, legal and institutional framework, national assistance pathways available, interviewing technics with the vulnerable groups and victims of child trafficking in Türkiye.

During the trainings the stakeholders in the field provided significant contributions. Jnr. Migration Experts Ali Hazar, Ekin Sevil Öztürk from Presidency of Migration Management, Social Services Expert Gülbahar Bayrak and Social Worker Özge Silav from Ministry of Family and Social Services focused on the identification, available assistance and institutional workflow for the victims of child trafficking.

The trainings were highly interactive and valuable inputs were received from participants on the issues encountered in the field.  Vast majority of participants reported that the training significantly increased their knowledge on the identification, referral and protection of victims of child trafficking.

These capacity building initiatives were organised within the framework of the action “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey”, part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
