The Youth Partnership supports the development, dissemination and implementation of youth-related policy frameworks, initiatives and priorities of both the European Commission and the Council of Europe.

Between 2026 and 2028, special emphasis will be placed on advancing youth mainstreaming and integrating a youth perspective across public policy domains, with the intention to further enhance dialogue within the youth sector at national, regional and local levels between youth policymakers, researchers, practitioners and young people (youth NGOs and other youth work providers).

 Objectives

Building on this context, the Youth Partnership will offer expert input on the practical implementations and advocacy of youth mainstreaming and youth perspective by means of peer leaning activities and the development of practical tools.

Another objective will be to increase knowledge and understanding of the basics and functioning of youth policy in Europe, such as concepts, definitions, methods, objectives, educational tools, and actors at European and national levels.

Support measures under this pillar include:

  • Strengthening the capacities of youth policy actors, including public authorities and youth organisations, through the development and dissemination of practical tools and guidance materials
  • Facilitating peer learning between member States by creating spaces for exchange and sharing of good practices
  • Promoting cooperation across different policy domains
  • Creating platforms for the sharing of good practices in Europe and beyond regarding youth policy

 

 Expected outcomes

  • Peer learning activity bringing together a small group of relevant stakeholders from countries committed to implementing youth mainstreaming and integrating a youth perspective
  • Following the peer learning activity, the development of practical tools to support the implementation of youth mainstreaming and youth perspective approaches in national and local contexts
  • Promotion and dissemination of the Youth Knowledge Book and youth policy related activities through accessible and engaging formats
  • Update to the content of the MOOC on Youth Policy Essentials to better reflect the latest developments in this field, in addition to the priorities of both partner institutions
  • Organisation of online masterclasses to present the updated MOOC

 

 Indicative timeline

  • Two meetings of the peer learning/support activity focusing on youth mainstreaming and youth perspective
  • Development of new thematic modules for MOOC on Youth Policy Essentials, including a masterclass
