Montenegro publishes Handbook for lawyers providing free legal aid to victims of domestic violence

In the context of the work aimed at enhancing the free legal aid services for the most vulnerable victims, the specialised training course for lawyers has been finalised in close cooperation with the Judicial Training Centre and Bar association. The publication of the Handbook represents an important step within a broader national effort to strengthen protection and support mechanisms for victims of domestic violence, ensuring that free legal aid is not only available but also delivered to the highest professional standards. Amendments to the Law on Free Legal Aid adopted in December 2024 introduced a requirement that lawyers assisting victims of domestic violence should possess specialised knowledge and expertise in this field.

In line with these legal amendments, lawyers with specialised knowledge on domestic violence  will be eligible for provision of legal aid to victims. With Action’s support, the Judicial Training Centre, in cooperation with the Bar Association, has developed a practical training programme based, covering legal procedures as well as the psychological and social aspects of domestic violence.

The Handbook, together with the accompanying training, is designed to ensure that victims receive professional, sensitive, and effective legal support. Following the Training of Trainers programme in the coming months, cascade trainings will be organised for lawyers across three regions of Montenegro.

This coordinated effort, supported by the Action “Strengthening accountability of the judicial system and enhancing protection of victims’ rights in Montenegro” part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”, Judicial Training Centre and Bar Association of Montenegro, marks a significant step forward in ensuring that legal aid in Montenegro is not only accessible but also equipped to meet the complex needs of most vulnerable victims.

 

 

Instrumenti Horizontal III

Programi i përbashkët i Bashkimit Evropian dhe Këshillit të Evropës “Instrumenti Horizontal për Ballkanin Perëndimor dhe Turqinë” (Instrumenti Horizontal III) është një iniciativë bashkëpunimi, që zgjat nga viti 2023 deri në vitin 2026. Programi mbulon projektet në Shqipëri, Bosnjë dhe Hercegovinë, Kosovë*, Mal të Zi, Maqedoninë e Veriut, Serbi dhe Turqi. Ai u mundëson përfituesve të përmbushin axhendat e tyre të reformave në fushat e të drejtave të njeriut, sundimit të ligjit dhe demokracisë dhe të jenë në përputhje me standardet evropiane, që është gjithashtu një prioritet për procesin e zgjerimit të BE-së.

Buxheti i këtij programi arrin në rreth 41 milionë euro (85% financuar nga BE, 15% nga KiE).
