President of the Court of Strasbourg Mr. Th. Ghera was invited by the CEPEJ (European commission for the efficiency of justice) Secretariat to discuss and share experiences with the joint EU and Council of Europe Horizontal Facility II action teams on “Strengthening the quality and efficiency of justice in Albania” (SEJIII) and “Strengthening the quality and efficiency of justice in Kosovo” (KOSEJ), about the communication opportunities and exchange system in courts through e-platforms .

The discussion was focused on the understanding of how courts and lawyers communicate in France through the e-Barreau platform, and to discuss if a similar platform could be developed in the court systems in Kosovo and Albania. Mr. Ghera spoke about the dematerialisation of proceedings in the judicial system in France, and the main advantages, namely, to avoid periods of inactivity in the proceedings, and to increase the quality of the duties performed, without dehumanising the work.

During the summer months, relevant information on proceedings and existing practices of communication between courts and justice users in Albania and Kosovo will be compiled. These reports will allow to reflect with the beneficiaries on the transposition of such a platform in their respective systems during a meeting that will occur in September.

This activity is organised by the action “Strengthening the quality and efficiency of justice in Kosovo” and the action “Strengthening the quality and efficiency of justice in Albania“ which are part of the joint European Union/Council of Europe programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022". of Europe.
