Supporting stronger communication between courts and citizens in Montenegro

Under the framework of the joint European Union and the Council of Europe Horizontal Facility Programme and its action „Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro” the new Action Plan for implementing the Communication Strategy of the Judicial Council and Courts for 2024–2026 is being developed.

The Action Plan turns strategic goals into practical measures, clear responsibilities and measurable milestones, ensuring more timely, transparent and understandable judicial communication.

It builds on lessons learned from the 2025 Action Plan, including the need for clearer institutional roles, more consistent communication across courts, wider use of plain language, better coordination in high-profile cases and stronger support for judges and court staff involved in public communication.

For citizens, the new Action Plan brings improved court websites and online information, standardised communication tools, regular public updates, stronger capacities of press judges and communication advisers, and clearer communication in sensitive cases, helping to reduce misinformation and strengthen trust in the judiciary.

The activity was implemented in close cooperation with the Judicial Council and the Supreme Court of Montenegro, with the active participation of court presidents, press judges and court communication advisers, ensuring strong institutional ownership and a clear citizen-oriented focus.
