Bringing property rights closer to citizens through clearer and accessible cadastral services

Access to clear and practical information is essential for safeguarding property rights, especially when it comes to owning home, land and property. While navigating cadastral procedures can often seem complex, these processes are essential to ensure that property is safe and protected.

To support public understanding and bring this information closer to the citizens, an awareness-raising initiative was launched in close co-operation with the Albanian Cadastre Agency. The goal: to present key cadastral services in a simple, practical and citizen-oriented way! Through a series of six clear and human-centred videos, the initiative explains how citizens can access key services, understand cadastral procedures and take informed decisions about their property rights. The videos guide users step-by-step, strengthening transparency, reducing riegal uncertainty and making information more accessible to everyone, including citizens who may be unfamiliar with relevant procedures or administrative requirements.

The six awareness raising videos focus on issues that matter the most to citizens and local communities: how to apply online for cadastral services through e-Albania platform, how to understand rules and procedures of property registration, how cadastral maps are being digitalised, and why the first registration of property is so important for legal certainty.

At the heart of this initiative is a simple yet powerful message: citizens should be able to access clear, fair information about their property rights without unnecessary obstacles. Improved information leads to fewer misunderstandings and delays, ultimately to greater confidence when interacting with public services. It contributes to a more transparent cadastral system, where procedures are easier to follow and citizens are empowered to protect their property rights.

During the last six months, the initiative reached about 111,000 citizens and about 3000 engagements across social media platforms, showcasing the need to communicate institutional reforms in a way that is understandable, practical and relevant to their everyday needs.

Through this approach, transparency becomes not just an institutional goal but a direct benefit for citizens, helping them find the information, apply for services, follow procedures, and better safeguard their property rights.

This awareness raising initiative is supported by the Action on “Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania (D-REX III), part of the joint European Union and Council of Europe “Horizontal Facility for the Western Balkans and Türkiye”.

Horizontal Facility III

Zajednički program Europske unije i Vijeća Europe pod nazivom „Horizontal Facility za Zapadni Balkan i Tursku“ (Horizontal Facility III) inicijativa je za suradnju koja se provodi od 2023. do 2026. godine. Program obuhvaća aktivnosti u Albaniji, Bosni i Hercegovini, Kosovu*, Crnoj Gori, Sjevernoj Makedoniji, Srbiji i Turskoj. Programom se pomaže korisnicima da ispune svoje planove reformi u području ljudskih prava, vladavine prava i demokracije te da usklade standarde s europskim standardima, što je ujedno i prioritet za proces proširenja EU-a.

Vrijednost ovog programa je 41 milijun eura (85 % financira EU, 15 % Vijeće Europe).
