4th European Youth Work Convention

The government of Malta - Aġenzija Żgħażagħ (Malta's national youth agency) and the European Union Program Agency (EUPA) for Malta, together with the EU-Council of Europe Youth Partnership, hosted the 4th European Youth Work Convention (EYWC) in Valletta, Malta. Over 500 participants, comprising 42 national delegations, European institutions, voluntary youth organisations and wider youth work community attended the event from 27 to 30 May 2025 during the Maltese Chairpersonship of the Council of Europe.

Under the theme ‘Youth Work Xcelerate’, the 4th Convention showcased that youth work is a powerful tool for empowering young people, fostering inclusion and encouraging active participation. This event also established a European Roadmap to enhance the effectiveness of youth work and ensure its sustainability through national and European policies in the coming years.

The primary focus of this edition of the EYWC was to listen and give voice to the youth work community of practice, articulating and arriving at conclusions that can provide the essential features, building blocks and initiatives for developing and implementing effective youth work strategy.

This Convention also set out our strategic vision, priorities and objectives for youth work in Europe over the next five years. This will include a new EU Youth Strategy, a Multiannual Financial Framework, various European programmes and a Council of Europe Youth Sector Strategy.
