Representatives of education ministries in Bosnia and Herzegovina agreed on concrete steps to improve the monitoring and reporting on the implementation of recommendations for improving inclusive education, thereby further strengthening the quality of education policies and institutional accountability in this sector.
At the strategic meeting held on 25 – 26 March in Mostar, the focus was on enhancing the mechanisms for monitoring and reporting on the implementation of Policy Recommendations with a Roadmap for Improving Inclusive Education in Bosnia and Herzegovina. The recommendations were developed through the project “Quality Education for All” and adopted by the Council of Ministers of Bosnia and Herzegovina in September 2020. Based on information from the Ministry of Civil Affairs of Bosnia and Herzegovina, prepared in cooperation with relevant education authorities in Bosnia and Herzegovina and key partners, the Council of Ministers of Bosnia and Herzegovina has formally confirmed its continued commitment in 2023 and 2025 to the implementation of the Recommendations and to improving the education sector as a whole.
This meeting represents a continuation of the process initiated the previous year, with this year’s gathering marking an additional step forward — from the exchange of experiences to the joint definition of new operational steps.
The meeting confirmed the readiness of the relevant education authorities to continue working on improving the practices for monitoring the implementation of the Recommendations. Concrete guidelines for improving monitoring approaches were agreed, and a set of priority next steps was jointly defined to enable better insight into the progress already achieved, as well as to enhance and make the monitoring of the implementation of the Recommendations more efficient.
Improved implementation and more systematic monitoring will enable the timely identification of challenges and the development of more informed and effective policies based on relevant data. In this way, institutional accountability is further strengthened, as well as the capacity of the education sector in Bosnia and Herzegovina to respond to the needs of inclusive and quality education for all children.
The meeting clearly reaffirmed the commitment of the relevant education authorities to continue working on improving the quality of inclusive education in Bosnia and Herzegovina.
This activity was implemented under the Action “Quality Education for All – Bosnia and Herzegovina,” which is part of the Council of Europe and the European Union’s joint programme “Horizontal Facility for the Western Balkans and Türkiye,” and the complementary Council of Europe project funded through voluntary contributions under the Council of Europe’s Action Plan for Bosnia and Herzegovina 2022-2025.
