Legal professionals in Bosnia and Herzegovina introduced to CEPEJ HELP online course, adapted to BiH context

More than 50 judges, court secretaries, and legal professionals from across Bosnia and Herzegovina gathered today to launch the CEPEJ-HELP online training “Quality of Justice – The Work of CEPEJ.” The course aims to enhance judicial efficiency by providing participants with practical knowledge of CEPEJ tools and methodologies adapted to the BiH legal system.

The launch event was moderated by the course tutor Ms. Svjetlana Milišić Veličkovski, Supreme Court judge of the Federation of BiH and CEPEJ member for BiH.

A day earlier, on 11 March, key judicial stakeholders, including representatives of the EU Delegation, the Council of Europe, the High Judicial and Prosecutorial Council (HJPC), pilot courts, and judicial training centres, met to assess progress and plan the next steps. Discussions focused on court efficiency, case management, judicial statistics, communication strategies, user satisfaction, and court accessibility—ensuring continued improvements in BiH’s justice system.

 

This activity is organised by the BiHSEJ action “Strengthening the Efficiency and Quality of Justice in Bosnia and Herzegovina (BiHSEJ)” in the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye (Horizontal Facility III), co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026.

The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The third phase of the programme is worth €41 million (85% funded by the European Union, 15% by the Council of Europe).
