Me kërkesë të Këshillit të Lartë Gjyqësor (KLGJ), ekspertë të CEPEJ vizituan Tiranën më 12-14 shkurt në mbështetje të transferimit të përgjegjësisë për mbledhjen e statistikave nga Ministria e Drejtësisë tek KLGJ. Ekspertët e CEPEJ, së bashku me përfituesit kryesorë (KLGJ, Ministria e Drejtësisë, Inspektoriati i Lartë i Drejtësisë dhe kancelarët e gjykatave) vlerësuan nevojat e këtyre të fundit duke marrë parasysh standardet e CEPEJ në administrimin e gjykatave dhe administrimin e çështjeve, shembuj nga praktikat më të mira nga vendet e tjera evropiane, strategjitë e informatikës në cyberjustice, si dhe metodologjinë e CEPEJ në lidhje me mbledhjen e të dhënave.

Rekomandimet që ekspertët e CEPEJ do të japin janë thelbësore për KLGJ, e cila aktualisht është duke përgatitur rregullat standarde për efikasitetin e drejtësisë dhe metodologjinë për mbledhjen e të dhënave, në përgjigje të kuadrit të ri ligjor prej reformës në drejtësi. Ato do të kontribuojnë në përmirësimin e statistikave gjyqësore për një proces të qëndrueshëm dhe konsistent në mbledhjen dhe analizën e statistikave të besueshme në nivel kombëtar dhe lokal gjykatash.

Aktiviteti është organizuar në kuadër të projektit SEJ III - "Forcimi i Efikasitetit dhe Cilësisë së sistemit të Drejtësisë në Shqipëri", pjesë e programit "Instrumenti Horizontal për Ballkanin Perëndimor dhe Turqinë 2019-2022", i bashkëfinancuar nga Bashkimi Evropian dhe Këshilli i Evropës dhe i zbatuar nga Këshilli i Evropës.

With the aim to improve the efficiency and the quality of the public service of justice delivered to the Albanian citizens, a series of trainings is being conducted in cooperation with the Council of Europe European Commission for the Efficiency of Justice (CEPEJ). Organised on 28 February 2020 in the framework of the Horizontal Facility Action “Strengthening the Efficiency and Quality of the Justice System in Albania” (SEJIII) the training seminar focused on satisfaction surveys for court users using CEPEJ tools and was attended by the newly appointed magistrates.

During the training, new concepts of quality of justiceas  provided by the legislation within the framework of judicial reform in Albania, were introduced to the future magistrates. Under the facilitation and guidance of CEPEJ experts, the participants had the opportunity to get acquainted with the use of satisfaction surveys using CEPEJ tools and methodology and illustrated by concrete examples of surveys conducted in Albania in the past.

The training was followed by further meetings, organized with representatives of the High Judicial Council to discuss and exchange ideas on the role of satisfaction surveys as a tool to measure quality of judicial services and improve court management. According to the experts, regular use of satisfaction surveys by courts and also by the High Judicial Council is pivotal for assessing the efficiency and quality of the justice system.    

These activities are following the Training Needs Assessment carried out under the previous phase of the Horizontal Facility Programme which identified the new training needs for the judiciary, prosecution and court administration, deriving from the recent legislative changes in Albania.

The activity was organised in the framework of the the Action “Strengthening the Efficiency and Quality of the justice system in Albania”, part of the programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
