Integrating European Media Freedom Act and Digital Services Act in Albania’s media framework

As Albania advances on its path to European Union accession, aligning its media legislation with European standards is a critical step. In this context, the Albanian Audiovisual Media Authority (AMA) took part in a capacity-building workshop focused on the transposition and implementation of the  European Media Freedom Act (EMFA) and the Digital Services Act (DSA).

The workshop, held under the EU and the Council of Europe joint PROFREX action, brought together AMA staff, government representatives, and international experts to explore how the EMFA and DSA can be effectively integrated into domestic law. Discussions focused on improving regulatory oversight in the digital space, and ensuring transparency and editorial independence.

Participants gained in-depth knowledge of key EMFA/DSA provisions, including media ownership transparency, protection of online media content, obligations for digital platforms, and the importance of strengthening the autonomy and enforcement capacity of AMA. As a result of practical group exercises, participants developed a roadmap to address legislative gaps and define the next steps in the transposition process.

By the end of the workshop, AMA staff were equipped with concrete tools, comparative insights, and actionable recommendations to support Albania’s media reform efforts as part of its EU integration path. The event reaffirmed AMA’s central role in safeguarding media freedom and pluralism in the evolving audiovisual and digital environment.

This workshop was organised by the Division for Cooperation on Freedom of Expression and the action “Protecting Freedom of Expression and of the Media in Albania”  part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”.
