Regional risk assessment for identifying terrorist financing risks within the non-profit organisations in the Western Balkans and Turkey

The regional action against Economic Crime in the Western Balkans and Turkey, a part of the joint European Union and Council of Europe programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022", is currently undertaking a regional risk assessment for identifying terrorist financing risks within the non-profit organisations (NPO).

An online event on 19 October introduced the process and provided a venue for discussing the proposed risk assessment methodology with representatives of the key institutions from Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Turkey involved in the oversight of the NPO sector.

This regional risk assessment aims to ensure the co-operation of all stakeholders in view of providing a novel perspective on the NPO TF risks. The process is expected to contribute to the understanding of those risks affecting the region and build upon the mitigating actions already undertaken by authorities at the Beneficiary level. Furthermore, the assessment would allow the authorities to better address relevant risks and increase the awareness of the non-profit organisations with regard to terrorist financing without impeding the good works of those organisations.

Regional action against economic crime is a part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, implemented by the Council of Europe.

*This designation is without prejudice to positions on status and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence.
