ROMACTEDII Call for Proposals: Support Organisations

Within the framework of the Joint European Union/ Council of Europe Programme ROMACTED Phase II on “Promoting good governance and Roma empowerment at local level”, the Call for Proposals for the Support Organisations is now published.

The Joint European Union/ Council of Europe ROMACTEDII Programme will be a natural follow-up to the implementation of Phase I of the ROMACTED Programme in the Western Balkans and Turkey (2017-2020), which will serve to consolidate and expand efforts to improve the integration of Roma populations in local communities through enhanced participation in local policymaking and implementation of local actions. ROMACTEDII will continue to assist the local authorities to integrate Roma specific dimensions/measures into the mainstream local policies, action plans related to these policies, budgets and public service delivery, thereby enhancing democratic participation and empowerment of local Roma communities.

The Council of Europe will be assisted in the implementation of the ROMACTEDII Programme in the Beneficiary by a Support Team. This Support Team will comprise a Support Organisation, Focal Point and the Thematic Consultants and Facilitators selected through this Call for Tenders. In order to achieve the objectives of the programme, the ROMACTED methodology, which is outlined in the ROMACTED Handbook, will be followed.

Application form and supporting documents:

The application form, completed and signed, together with the supporting documents (including the provisional budget in Excel), must be submitted in electronic form (Word, Excel and/or PDF) to the following e-mail address: [email protected]. Emails should contain the following reference in subject: ROMACTEDII Grants – Call for Proposals (name of Beneficiary).

Applications must be received before 12 January 2021 23:59 CET. Applications received after the above mentioned date will not be considered.

Questions and Answers (published 7 January 2021)

Question

The call suggests an intervention starting on 1 March 2021 for a period up to 3 to 4 years. Will the Council of Europe also consider applications for projects of a period between 2 to 3 years under this call?

Answer

Applications should reflect the period stated in the call, not for a short period of two to three years. The programme is foreseen to have the 31 December 2024 as the end date.

Question (specific to North Macedonia)

Which municipalities are currently being assessed?

Answer

Besides the 12 municipalities from Phase I, three additional municipalities are also being assessed: Kumanovo, Delcevo and Shuto Orizari. An assessment for Kriva Palanka is also expected to be launched. The inception phase will determine exactly which municipalities will be included in the programme.

Question

What is the COE principle regarding implementation of activities during electoral cycles - in the manual is written that it can be also an opportunity to influence new local actors to embrace the process and put more resources into its realisation. As you know we have a local election in October 2021, and we are considering activities such as survey on local priorities, advocacy for the local priorities to be included/ or have commitment from the candidates for local mayors - are these activities eligible under the call?

Answer

The past practice of ROMACTED and other similar Joint Programmes implemented by the CoE has been to encourage activities such as voters’ education and other non-partisan activities prior to the elections. Such information sessions can be conducted but, understandably for a programme with this institutional framework, it is crucial to stay non-partisan. Part of STEP2 of the methodology is collecting data for the Community Needs Assessment and thus drafting the Community Priority List, so that is already included in the description and should preferably be prepared before October 2021.

Additionally, as a practice if an expert/consultant is a candidate for local elections, the CoE temporarily suspends the contract of that expert/consultant during the duration of the campaign.

Question

Regarding the estimated budget:

  • How much, in percentage can be allocated for human resources from the total amount?
  • How much from the total amount, in percentage, is planned to be allocated on activities itself?
  • How much funds, in percentage, can be allocated on other costs?,

Answer

Please note that there is no limit or any fixed % to any type of costs within a proposed budget.

The proposed budget must correspond to, and be clearly justifiable in, the description of action and be made in such a way to enable/ensure the implementation of activities and achievement of results. The budget proposal received will therefore be reviewed on that basis and not in terms of a fixed percentage.

Should we prepare the proposed narrative application and the budget for 4 years or 1 year?

Is the maximum allowed budget for one year of implementation or for four years?

Answer

Applications should reflect the full four-year period. The maximum allowed budget is for four years of implementation.
