In the framework of the Council of Europe Strategic Action Plan for Roma and Traveller Inclusion (2020-2025), the ROMACTED Programme team works to address marginalisation of Roma communities in the Western Balkans and Türkiye. In this scope, housing is among the major stakes in the promotion of social and economic inclusion of these communities.
In Muratlı, one of the pilot municipalities of the second phase of the ROMACTED Programme in Türkiye, access to adequate housing for Roma communities has been identified as a major priority by the local Community Action Group (CAG). Thus, it has been decided, together with the municipality, to address this need in the medium and long term.
To that end, a plot of land has been designated to be parcelled in plots ranging about 300 to 350 square metres each for 70 families near the Turan neighbourhood, a traditionally Roma neighbourhood. The Municipality Taskforce Group (MTG) also decided the issuing of title deeds to the families for the construction of houses on the plots.
The ROMACTED local Muratlı team worked with the municipality's contact person and the CAG representatives to determine the conditions under which the plots would be distributed. Being of Romani descent was not considered as a requirement to apply for title deeds. Instead, the criteria were outlined after consultations with CAG members to better understand their lifestyles and to better suit the needs of the Roma community. To ensure equity, transparency, and fairness, it has been decided that the land plots would be allocated through application to a lottery process. The ROMACTED CAG took an active role in the field examining the applications for title deeds. The ROMACTED facilitator supported communication between the municipality and the neighbourhood at every stage of the process. Through the application process, 38 applicants were found to meet the application requirements.
This first lottery ceremony was held on the 14 July 2023, in Muratlı. It gathered municipality and district government officials, as well as the Zero Discrimination Association, acting as ROMACTED Support Organisation, and the local Roma community. The Mayor of Muratlı Municipality, Mr Tepe, opened the ceremony and representatives of the various stakeholders involved in this initiative drew lots. Mr Tepe also announced that the remaining 32 title deeds would be given to rightful owners through a second lottery process to be held in 6 months.
The smooth running of the process emphasises how fully Muratlı’s Institutional Working Group (IWG) took on the ROMACTED methodology in terms of project implementation and the community's needs assessment. Bringing together local authorities and members of the Roma community enables setting priorities and developing joint approaches and action plans to address issues faced by Roma communities in their everyday lives.

Muratlı Belediyesinden Romanların Barınma ihtiyacına destek
ROMACTED Program ekibi, Avrupa Konseyi Romanlar ve Gezginlerin Kapsayıcılığı Stratejik Eylem Planı (2020-2025) çerçevesinde Batı Balkanlar ve Türkiye’de yaşayan Roman ve Gezgin toplulukların marjinalleşmesinin ele alınması için çalışmaktadır (Strategic Action Plan for Roma and Traveller Inclusion (2020-2025). Bu kapsamda, Roman ve Gezgin toplulukların sosyal ve ekonomik içerilmesinin teşvik edilmesinde konut önemli bir yer tutmaktadır.
ROMACTED Programının Türkiye'deki ikinci aşamasının pilot belediyelerinden biri olan Muratlı'da, Roman toplulukların yeterli konuta erişimi yerel Toplum Eylem Grubu (TEG) tarafından önemli bir öncelik olarak belirlenmiştir. Bunun üzerine belediye ile birlikte bu ihtiyacın orta ve uzun vadede giderilmesine karar vermiştir.
Bu amaçla, çoğunlukta bir Roman mahallesi olan Turan mahallesi yakınlarında 70 aile için her biri yaklaşık 300 ila 350 metrekare arasında değişen parseller halinde parsellenecek bir arazi belirlenmiştir. Belediye Görev Gücü (BGG) ayrıca söz konusu arsalar üzerinde hane inşası için ailelere tapu verilmesine karar verdi.
ROMACTED Muratlı saha ekibi, arsaların hangi koşullar altında dağıtılacağını belirlemek için belediyenin irtibat kişisi ve TEG temsilcileriyle birlikte çalıştı. Tapu başvurusunda bulunmak için Roman kökenli olma şart konulmamıştır. Bunun yerine, yaşam tarzlarını daha iyi anlamak ve Romanların ihtiyaçlarına daha iyi cevap verebilmek için TEG üyeleri ile yapılan istişareler sonucunda kriterler belirlenmiştir. Eşitlik, şeffaflık ve adaleti sağlamak için, arsaların bir kura sürecine başvuru yoluyla tahsis edilmesine karar verilmiştir. ROMACTED Toplum Eylem Grubu, tapu başvurularını inceleyerek sahada aktif bir rol üstlendi. ROMACTED kolaylaştırıcısı, sürecin her aşamasında belediye ve mahalleli arasındaki iletişimi desteklemiştir. Başvuru süreci boyunca 38 başvuru sahibinin başvuru koşullarını karşıladığı tespit edilmiştir.
Bu ilk kura töreni 14 Temmuz 2023 tarihinde Muratlı'da gerçekleştirildi. Törene belediye ve ilçe yönetiminden yetkililerin yanı sıra ROMACTED destek kuruluşu olarak faaliyet gösteren Sıfır Ayrımcılık Derneği ve yerel Roman topluluğu temsilcileri katıldı. Muratlı Belediye Başkanı Sayın Tepe'nin açılışını yaptığı törende, bu girişimde yer alan çeşitli paydaşların temsilcileri kura çekimine katılmıştır. Sayın Tepe, kalan 32 tapunun da 6 ay sonra yapılacak ikinci bir kura işlemiyle hak sahiplerine verileceğini açıkladı.
Sürecin sorunsuz bir şekilde yürütülmesi, Muratlı Kurumsal Çalışma Grubu'nun (KÇG) ROMACTED metodolojisini proje uygulaması ve toplumun ihtiyaçlarının değerlendirilmesi açısından ne kadar verimli ve uygun biçimde çalıştığını vurgulamaktadır. Yerel yönetimler ve Roman toplumunun bir araya getirilmesine, önceliklerin belirlenmesini ve Roman toplumunun günlük yaşamlarında karşılaştıkları sorunların ele alınması için ortak yaklaşım ve eylem planlarının geliştirilmesine imkan sağlamaktadır.
