Simulation-Based Training on Human Trafficking Pioneered in North Macedonia

As part of the efforts to build the capacities of various anti-trafficking stakeholders, EU and Council of Europe joint action on “Strengthening anti - trafficking action in North Macedonia” delivered a simulation training with a mock trial, based on a human trafficking case scenario. The training entitled “Towards a Victim-Centred Approach in Investigations, Prosecution and Adjudication of Human Trafficking Cases” was organised in co-operation with EU4FAST project and the Centre for Police Training of the Ministry of Interior. This capacity-building activity was based on a pre-planned scenario for investigation, prosecution and adjudication of a trafficking case for the purpose of sexual and labour exploitation. Young actors played the roles of trafficking victims and traffickers, making the real-life scenario more realistic.

This simulation training programme guides local practitioners towards a victim-oriented approach and its integration in their daily work. Moreover, it fosters co-operation between the state anti-trafficking agencies and the civil sector for effective referral of the victims to assistance providers. During the training in September, the Foundation Rene Cassin-International Institute of Human Rights, provided mentoring on the international human rights standards to the legal practitioners for the mock trial, and thus, added value to this innovative training.

 


 

Human trafficking crime is difficult to investigate and victims need the best they can get from professionals. The purpose of the live simulation is to give practitioners possibilities to exercise their skills and learn new skills in a safe environment, where they can make mistakes”, affirmed Colin Carswell, the Chief international expert in the simulation training.

The participants underscored the importance of this type of simulation-based trainings, as the best method for the practitioners to promptly improve their knowledge and skills on the fight against human trafficking.

The action on “Strengthening anti - trafficking action in North Macedonia” is part of the  “Horizontal Facility for the Western Balkans and Türkiye” programme, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.

 


 

 

 

Horizontal Facility III

Zajednički program Evropske unije i Vijeća Evrope „Horizontal Facility za Zapadni Balkan i Tursku“ (Horizontal Facility III) je inicijativa za saradnju, koja traje od 2023. do 2026. godine. U okviru programa, aktivnosti će se provoditi u u Albaniji, Bosni i Hercegovini, na Kosovu*, u Crnoj Gori, Sjevernoj Makedoniji, Srbiji i Turskoj. Pod okriljem programa se pruža podrška korisnicima u ispunjavanju reformskih agendi u oblastima ljudskih prava, vladavine prava i demokratije i usklađivanju sa evropskim standardima, što je prioritet u procesu proširenja EU.

Vrijednost ovog programa je 41 milion eura (85% finansira Evropska unija, 15% Vijeće Evrope).

*Ovaj naziv je bez prejudiciranja statusa, i u skladu je sa Rezolucijom Savjeta bezbjednosti Ujedinjenih nacija 1244 i mišljenjem Međunarodnog suda pravde o Deklaraciji o nezavisnosti Kosova.
