Judicial well-being discussed as a prerequisite for quality justice in Serbia

Representatives of judicial institutions, professional associations, international organisations and experts gathered in Belgrade on 15 June 2026 for a round table dedicated to the importance of judicial well-being for the delivery of justice, organised by the Judges’ Association of Serbia with the support of the Council of Europe.

The event focused on the findings and recommendations of CCJE Opinion No. 28 (2025), which underlines the importance of safeguarding judges’ professional and personal well-being as a prerequisite for an independent, efficient and resilient judiciary.

Participants discussed the role of professional integrity, working conditions, institutional support mechanisms and financial independence in strengthening the judiciary and ensuring high-quality justice. Particular attention was devoted to challenges affecting judges’ well-being and to measures that judicial institutions and professional associations can undertake to improve the professional environment and support judges in carrying out their responsibilities.

The round table also provided an opportunity to exchange comparative experiences and discuss European standards and good practices. Specific value was added through contributions and experiences shared by representatives of judicial associations from the region, which enriched the discussion on measures aimed at strengthening judicial well-being and independence.

The event was organised within the framework of the joint European Union and Council of Europe programme Horizontal Facility for the Western Balkans and Türkiye III, through the action “Strengthening legal culture in Serbia and the capacities of the judicial and prosecutorial councils”.

Horizontal Facility III

Zajednički program Evropske unije i Vijeća Evrope „Horizontal Facility za Zapadni Balkan i Tursku“ (Horizontal Facility III) je inicijativa za saradnju, koja traje od 2023. do 2026. godine. U okviru programa, aktivnosti će se provoditi u u Albaniji, Bosni i Hercegovini, na Kosovu*, u Crnoj Gori, Sjevernoj Makedoniji, Srbiji i Turskoj. Pod okriljem programa se pruža podrška korisnicima u ispunjavanju reformskih agendi u oblastima ljudskih prava, vladavine prava i demokratije i usklađivanju sa evropskim standardima, što je prioritet u procesu proširenja EU.

Vrijednost ovog programa je 41 milion eura (85% finansira Evropska unija, 15% Vijeće Evrope).

*Ovaj naziv je bez prejudiciranja statusa, i u skladu je sa Rezolucijom Savjeta bezbjednosti Ujedinjenih nacija 1244 i mišljenjem Međunarodnog suda pravde o Deklaraciji o nezavisnosti Kosova.
