In this edition of Highlights, we present the main publications produced in the framework of the Horizontal Facility III programme aiming to enhance knowledge and bring European standards in various areas closer to the beneficiaries in the Western Balkans and in Türkiye.

The ECtHR has developed a substantial volume of case-law regarding the protection of migrants, as a particularly vulnerable category at risk of human trafficking. In this context the Analysis “Proactive Investigation, Effective Prosecution and Adjudication of Cases of Trafficking in Human Beings with Focus on Migrants at Risk from Trafficking in Human Beings” was published in the framework of the action “Strengthening anti-trafficking action in North Macedonia”. The publication provides an overview of the developments within the ECtHR case-law regarding different forms of human trafficking and migrants. The publication is available in Macedonian and English.

A new Handbook on selected case law of the European Court of Human Rights (ECtHR) is now available in Montenegrin and English, offering legal practitioners a valuable tool for aligning domestic judicial practices with international human rights standards. Developed in cooperation with the Supreme Court of Montenegro, the Handbook aligns with the Court’s priority of enhancing the application of the ECtHR jurisprudence in a daily work of courts. This effort aims to strengthen public confidence in Montenegro’s judicial system. The Handbook development was supported by the action "Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro".

As part of ongoing efforts to support judicial reform and strengthen the quality of administrative justice in Montenegro, a new Handbook on Legal Reasoning in Administrative Disputes has been published and disseminated to all judges and legal advisors of the Administrative Court of Montenegro. The Handbook builds upon the capacity-building activities previously implemented under the action “Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro
