Albanian Supreme Court learns from Portuguese experience to strengthen efficiency

A delegation from the Documentation Centre of the Supreme Court of Albania concluded an exchange visit in Lisbon focused on strengthening case management and judicial research practices, in line with European standards. 12 legal advisors and staff members met with representatives of key judicial institutions in Lisbon, including the Supreme Court of Justice, the Lisbon Court of Appeal, and the High Judicial Council.

These peer-to-peer exchanges offered practical insights into applying European human rights standards, making judicial decisions clearer, and using digital tools to improve courts’ efficiency. By learning from Portugal’s experience, the Albanian participants saw how modern practices can help courts better manage and reduce backlogs, particularly in civil, property, and criminal cases.

During the visit in the Supreme Court of Justice of Portugal, the delegation met with judges and senior legal staff, explored its archives and documentation departments, and discussed methods for integrating European human rights standards and case law into the domestic jurisprudence. They also visited the Lisbon Court of Appeal where they met with the President, as well as with officials of the High Judicial Council to exchange views on case management, e-justice tools transparency and digitalization. These meetings provided practical recommendations on how to strengthen the efficiency of the Albanian Supreme Court.

This study-visit was organised in the framework of the Action on Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania, part of the EU and Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye.

 

Bu tematik alan çerçevesinde yürütülecek çalışmalarda cezaevleri ve kolluk güçleri (kolluk uygulamalarında insan hakları, cezaevlerinde sağlık hizmetleri ve işkence ve kötü muameleye karşı güvenceler dahil), yargıda insan hakları standartları (Avrupa İnsan Hakları Mahkemesi içtihatlarının uygulanması), göç ile ilgili sorunlar, adalet sistemlerinin verimliliği (mahkemelerin niteliğinin en üst düzeye çıkarılması amacıyla adli istatistiklerin analizi) ve/veya hukuki iş birliği (hâkim ve savcıların bireysel bağımsızlığını ve yargı sisteminin hesap verebilirliğini artırma) konularına odaklanılacaktır.

Montenegrin prison system upgrades the rehabilitation programmes for prisoners

Working group tasked to upgrade the rehabilitation programmes for prison system finalised its work on 23-24 April with the guidance of Council of Europe consultant.

They completed development of the comprehensive Manual (programmes package) containing nine different rehabilitation programmes that will be used in the future by treatment department of the Administration for execution of criminal sanctions.

Upgraded programmes will improve therapeutical scope of treatment department when working in accordance to prisoners’ individually developed treatment plan, by providing adequate treatment to different specifics of their behaviour and problems.

Overall benefit is foreseen by better use of time that prisoners spent in prison, using available programmes that will enable them to correct their learned patterns, control their medical conditions and master their social skills, making them more functional once released into society.

The action “Further enhancing human rights protection for detained and sentenced persons in Montenegro” is a part of the joint European Union and Council of Europe programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022", implemented by the Council of Europe.
