Second coordination meeting of the case law departments

On 2 July 2018, a second coordination meeting for case law departments of regular courts on the subject of harmonisation within court practices took place in Montenegro.

The action continues to facilitate the established practice of court case law departments meetings. The second coordination meeting served as a platform for further discussion on recommendations and findings provided in the guidelines on the application of the European Convention of Human Rights at the national level, developed by the Supreme Court of Montenegro with the action’s support. In addition, the focus was on possibilities for introducing software for harmonisation of the court practice, which would be a useful tool in the work of the case law departments. The opinion no. 20 of the Consultative Council of European Judges referring to the role of courts in uniform application of law was presented. As a result, concrete recommendations have been provided for a more harmonised application of the European Convention of Human Rights at national level.

The coordination meeting was organised within the framework of the Council of Europe Action entitled “Fighting ill treatment and impunity and enhancing the application of the European human rights case law on the national level” which is being implemented in Montenegro under the joint Council of Europe and the European Union programme “Horizontal Facility for Western Balkans and Turkey”.
