The knowledge and skills of prison staff on the fight against ill-treatment in prisons were further increased through a training on the identification and proper documentation of ill-treatment in line with the principles of Istanbul protocol, the key international guideline for the effective investigation and documentation of torture and other cruel, inhuman or degrading treatment or punishment. The training followed a multi-sector approach targeting various departments of the Institute for the Execution of Criminal Sanctions working on health care, security and treatment, in order to increase mutual understanding and cooperation among colleagues when dealing with prisoners and suspected cases of ill-treatment.

The training was developed on the basis of the revised guidelines adopted in 2017. On the occasion of the training, Council of Europe consultants provided recommendations for further improvement of the guidelines and their practical application.

A second round of training will follow at the end of June 2018.

The training was organised in accordance with the programme developed within the Action “Enhancing human rights protection for detained and sentenced persons in Montenegro” that is co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe. The project started on 1 October 2016 and will finish in January 2019, with overall budget of 750.000 €.
