New publications available online

Below you can find the latest publications and materials published within the Horizontal Facility programme, either by actions or by the main partners and stakeholders, with the support of the European Union and the Council of Europe.

The latest resource material for legal professionals, the Guide to Article 10 of the European Convention of Human Rights—Freedom of Expression is now available in Albanian. It is part of the Case-Law Guides’ series, published by the European Court of Human Rights to assist legal professionals in their efforts to strengthen the application of European standards in the field of freedom of expression and the media.

Balancing the mitigation of harmful online content while fostering freedom of expression and public debate is a key challenge in contemporary societies. The publication Towards coregulation of harmful content online in Bosnia and Herzegovina: A study of European standards and co-regulatory practices for combating harmful content online is now available in English and Bosnian/Croatian/Serbian languages.

The Constitutional Court of Montenegro published its 2018, 2019 and 2020 Bulletin online, with the aim to enhance the transparency of its work and contribute to the harmonisation of national judicial practice.

In the field of freedom of expression and freedom of the media, two publications were published in Serbia. The Guide to the European Court of Human Rights' Case-Law on Data Protection was made available in Serbian language, providing insight into data protection standards. The Study on Serbia's Regulatory Authority’s legal framework and its alignment with European standards is now available in English and in Serbian language.

The Guide for developing a mentoring programme on women’s access to justice for legal professionals and the Guidance note - Framework for measuring access to justice including specific challenges facing women are now available in the local languages of the Western Balkans.
