Horizontal Facility

A third regional outreach meeting to discuss the harmonisation of judicial practice in regard to the enforcement of the ECtHR judgements took place in Gjirokastër. The meeting was conducted with the initiative of the EU and Council of Europe joint action “Supporting enforcement of the judicial decisions and facilitating the execution of ECtHR judgements in Albania”, in cooperation with the High Judicial Council, gathering judges of first instance courts of Gjirokastër, Saranda and Përmet as well as the appeal and administrative courts of Gjirokastër.

The participants attended two moderated discussions on harmonisation of judicial practice in line with the case law of the European Court of Human Rights. During the first day, the participants exchanged views and experiences from the perspective of the court practice on the topic of reopening of criminal proceedings following an ECtHR decision. During the second day, the judges engaged in important discussions related to the current challenges in the implementation of the law on the treatment and finalisation of property compensation process (Law 133/2015).

This is the third regional outreach meeting following the successful events in Pogradec and Vlora, aiming at further strengthening the dialogue and exchange between the national courts and providing knowledge and expertise for more than 100 judges all over the country.

The action “Supporting enforcement of the judicial decisions and facilitating the execution of ECtHR judgements in Albania”, is part of the “Horizontal Facility for the Western Balkans and Turkey 2019-2022” programme, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
