Presentation of comparable judicial statistics on the Western Balkans at a CEPEJ workshop in Sarajevo

On 3 February 2026, CEPEJ organised a workshop in Sarajevo to present to judicial professionals from Bosnia and Herzegovina a comparative overview of the quality of judicial data and practices, the methodology developed by CEPEJ for data collection, and the usefulness of these data for guiding judicial reforms, based on the “Dashboard Western Balkans (DWB)” report, published in 2025 and based on 2024 data. The CEPEJ DWB report presents comparative data on the functioning of judicial systems, covering efficiency, quality, independence, accountability and digitalisation, and highlights regional trends as well as Bosnia and Herzegovina’s performance.

Representatives of the main judicial institutions, in particular the High Judicial and Prosecutorial Council of Bosnia and Herzegovina and the Council of Europe Office in Sarajevo, discussed the strengthening of national capacities in Bosnia and Herzegovina for judicial data collection, with particular attention to data verification and the practical use of CEPEJ indicators for policy-making, reform planning and institutional management.

Participants underlined the importance of inter-institutional cooperation and national ownership of the data collection process, with a view to producing reliable and useful data for future DWB cycles and EU reporting. The event also helped to highlight the objectives of the CEPEJ bilateral project to the participants.

In parallel, the CEPEJ Secretariat held bilateral meetings with the institutions responsible for collecting and providing judicial data, focusing on methodological aspects and challenges related to data collection and processing, with a view to improving accuracy, consistency and alignment with CEPEJ requirements.

This activity was organised by the actionTowards a better evaluation of the results of judicial reforms in the Western Balkans – “Dashboard Western Balkans“, in cooperation with the action Strengthening the efficiency and quality of justice in Bosnia and Herzegovina (BiHSEJ), both of which are implemented under the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”.
