In line with the recently adopted Strategy for the Protection of Victims’ Rights, Montenegro has initiated activities aimed at establishing an efficient and coordinated system of services for victim support. As part of this process, an expert mission took place from 19–23 January, with the objective of collecting relevant information and mapping existing capacities in the field of victim support.
On 25 December 2025, the Government of Montenegro adopted the Strategy for the Protection of Victims’ Rights and the accompanying Action Plan for its implementation, thereby establishing a comprehensive framework for the protection of the rights of all victims of criminal offences. One of the Strategy’s operational objectives specifically focuses on the establishment and improvement of specialised support services for victims of criminal offences.
At the current stage, activities are focused on mapping existing capacities, in line with Action Plan activity with the aim of developing concrete recommendations to improve the victim support system.
The expert mission conducted during this period plays a key role in assessing the current situation and ensuring that future recommendations are tailored to the Montenegrin context, contributing to the effective implementation of the Strategy and improved protection of victims’ rights.
