Bosnia and Herzegovina advances discussions on remote hearings in civil proceedings

A workshop entitled “Introducing remote hearings in civil procedure in Bosnia and Herzegovina” was held on 29 April 2026 in Brčko with the support of the European Commission for the Efficiency of Justice (CEPEJ).

The event gathered representatives of judicial institutions from across Bosnia and Herzegovina (BiH), including first instance, second instance and supreme courts, the High Judicial and Prosecutorial Council of BiH and ministries of justice. Discussions focused on legal, practical and technical aspects of introducing remote hearings, drawing on European standards, CEPEJ guidelines on remote hearings and experience from Germany.

Opening the workshop, CEPEJ President Francesco Depasquale highlighted the importance of digitalisation in improving the efficiency, accessibility and quality of justice, and welcomed ongoing reform efforts in Bosnia and Herzegovina, including proposed legislative amendments enabling remote hearings in civil proceedings and electronic communication between the parties and the courts. The workshop confirmed the commitment of national stakeholders to continue advancing digital solutions in line with European standards and good practices.

This occasion was also used to deepen the cooperation with the basic court in Brčko District, one of the BIHSEJ pilot courts, and to exchange with court representatives on further steps in modernising judicial practices. Particular attention was given to the surveys, communication with court users and internal management improvements within the court.

This activity was organised by the CEPEJ action “HFIII: HF 4 - Strengthening the Efficiency and Quality of Justice in Bosnia and Herzegovina (BiHSEJ)”, which is part of the joint European Union and Council of Europe programme "Horizontal Facility for the Western Balkans and Türkiye III".
