Horizontal Facility

The European Union and the Council of Europe Action against Economic Crime in Albania, in cooperation with the Minister of State for Public Administration and Anti-Corruption, and the Albanian School of Public Administration, launched the Albanian language version of the Council of Europe’s HELP course on “Introduction to corruption prevention” at a high-level event in Tirana.

This comprehensive training package is a self-learning tool aimed at building the awareness and enhance skills of responsible public officials for the fight against corruption focusing on ethical standards, conflicts of interest, post-employment restrictions, protection of whistleblowers, asset declaration and other important mechanisms.

Through practical examples and scenarios, this online interactive course puts on the spotlight ethical dilemmas and challenges in implementing anti-corruption measures by improving the performance of these structures on effective administrative investigations of abusive practices, that could lead to corruption. 

In her opening remarks, the Minister of State for Public Administration and Anti-Corruption, Adea Pirdeni, highlighted the importance of this training as practical and useful instrument, serving to inform the public administration on different forms of corruption and means of prevention.   

Olsi Dekovi, Deputy Head of the Council of Europe Office in Tirana, addressed the participants: ‘The online course you’ll commence today is another important milestone of our cooperation that aims to enhance your understanding on integrity standards and address the ethical dilemmas and challenges in implementing anti-corruption measures’.

The Council of Europe’s experts guided the participants through the course, adapted to the Albania context, and agreed with them on the follow up modalities’ rules and timelines.

This activity was supported by the Action against Economic Crime in Albania, within the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye (Horizontal Facility III).
