Enhancing transparency and accountability of public institutions in Bosnia and Herzegovina through stronger controls of conflict of interests

Tools for strengthening safeguards against conflicts of interest and improving the verification of asset declarations are essential in the process of preventing corruption and strengthening public trust in institutions. To support the effective use of these tools, a capacity-building workshop was held in Igman, Bosnia and Herzegovina, bringing together key representatives of relevant institutions and practitioners. They discussed practical challenges in implementing the legal framework on conflict of interest, exchange experiences and explore comparable European practices and examples.

Participants examined key issues related to the interpretation and application of conflict-of-interest rules, incompatibilities of functions and post-employment restrictions. Discussions also focused on risk-based verification of asset declarations, identifying undeclared assets, verification methodologies, enforcement procedures and institutional co-operation.

The sessions were facilitated by Council of Europe experts, who shared practical approaches and experiences from European Union members and other international contexts.

By strengthening the capacity of public institutions to detect and prevent conflicts of interest and verify asset declarations more effectively, we are supporting a broader approach to prevent corruption and increase  transparency, accountability and trust in  democratic institutions in Bosnia and Herzegovina.

The workshop was organised as part of the “Action against corruption, money laundering and terrorist financing in Bosnia and Herzegovina” part of the European Union and Council of Europe joint programme “Horizontal Facility for the Western Balkans and Türkiye”.
