Evaluation session on the cascade training sessions for police officers

The Ministry of Internal Affairs (MoIA), and the Training Unit within the Public Safety Bureau at the MoIA, both benefited from an evaluation and identification of further training needs of police officers in the country, in regard to the promotion and protection of human rights in police proceedings. The session also provided evaluation of the training process that took place in September, tools and methodologies used as well as brainstormed further methods of ensuring sustainable in-service police training.

The activity was part of a training for police officers on human rights, police ethics, and the use of force in police proceedings. The September cascade training sessions were conducted by 20 experienced police officers, national trainers, for a total of 625 police officers within 25 training sessions. These were evaluated and recommendations were made regarding the additional training needs of uniformed police officers.

The evaluation session was facilitated by 2 consultants and was attended by 26 representatives from the MoIA, namely national trainers who were delivering the cascade training sessions, high level officials and representatives from the Training Unit within the Public Safety Bureau and the Sector for European Union and International Cooperation within the MoIA, as well as representatives from the Ombudsman’s Office.

The evaluation and discussion took place from 29 November to 1 December 2017 in Mavrovo. It was organised within the scope of the Action “Enhancing human rights policing”, co-funded by the European Union and the Council of Europe within the “Horizontal Facility for Western Balkans and Turkey”, and implemented by the Council of Europe.
