The new Communication Strategy for the State Prosecution Office and Prosecutorial Council for the period 2023 – 2025 was presented to the state prosecutors in Podgorica, Budva and Berane on 22 February, 24 February and 1 March, respectively. The key elements, methods and communication messages designed to assist the prosecutors to better communicate the outcomes of their work to the media and the public also made part of the presentation.
The Communication Strategy was adopted by the Prosecutorial Council of Montenegro on 14 December 2022, with the aim to clearly communicate prosecutors’ role and increase public confidence in the work of the prosecution. The intention was also to meet the organisational goals and the mission of the prosecution service and to support its efficiency and transparency for the benefit of the people of Montenegro, including through different information being placed in the public domain about individual cases or work of the prosecution in general.
The Strategy builds upon lessons learnt from the implementation of the Communication Strategy for the prosecution service for the period 2020 – 2022, developed under the previous phase of the Horizontal Facility programme. It takes stock of the previous performance in the field of communications and provides for an array of different tools and methods to improve transparency and openness of the prosecution service, in line with CEPEJ Guide on Communication with the Media and the Public for Courts and Prosecution Authorities.
The presentations were organised under the action "Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro" which is part of the joint European Union and Council of Europe programme Horizontal Facility for the Western Balkans and Türkiye.
