Work in this thematic area focuses on prisons and police (including human rights in policing, healthcare in prisons and safeguards against torture and ill-treatment), human rights standards in the judiciary (focusing on enhancing the application of case-law of the European Court of Human Rights), migration issues, the efficiency of justice systems (with a focus on analysing judicial statistics to optimise court administrations) and/or legal co-operation (which concentrates on increasing the individual independence of judges and prosecutors and the accountability of the judicial system).

Methodology and recommendations developed for evaluation and impact assessment of human rights trainings

Aiming at improving the quality of the justice system in the Western Balkans region, a sustainable methodology and detailed recommendations for evaluation and impact assessment of human rights trainings were developed under the regional action “Judicial training institutes for Quality and Sustainability” (JA-NET).

This process entailed a thorough baseline assessment of existing systems and mechanisms for evaluation and impact assessment of human rights trainings. To this end, a series of consultation meetings were conducted with four national Judicial Training Centres (the School of Magistrates of Albania, the Judicial Training Centre of Montenegro, the Academy for Judges and Prosecutors of North Macedonia and the Judicial Academy of Serbia) to collect relevant input and data.

The developed methodology and tools concern planning, implementation and follow-up stages and aim to initiate or strengthen the capacity of Judicial Training Centres in the Western Balkan region to efficiently evaluate the impact of human rights trainings. In additional, practical, realistic and sustainable recommendations are provided, addressing the judicial training institutions of Albania, Montenegro, North Macedonia and Serbia, so as to provide a roadmap for future technical assistance.
