Cross-cutting elements
All activities under the Horizontal Facility are being conducted with a human rights approach, incorporating principles of gender equality.
A particular focus is put on gender equality, in line with the Council of Europe Gender Equality Strategy 2018-2023 and based on the Gender Mainstreaming toolkit for Co-operation Projects, while contributing to the implementation of the EU’s Action Plan on Gender Equality and Women's Empowerment in External Action 2021–2025 (GAP III).
Co-operation with civil society organisations is ensured in accordance with the Council of Europe’s Guidelines on Civil Society Organisations’ participation in Council of Europe co-operation activities and the Practical Guide for Civil Society, as well as the EU Guidelines for Support to Civil Society in the Enlargement Region.
