Prosecutorial institutions in Montenegro are developing the Communication Action Plan for 2024

Supporting public trust and confidence in the prosecutorial service is a key function for state prosecutors. Media play a dominant role in the way judicial information is disclosed and therefore greatly contribute to shaping the public's perceptions and trust in the work of prosecution. 

With a view of supporting prosecutorial authorities in improving internal and external communications, the European Union and the Council of Europe are facilitating the development of the new 2024 Action Plan for the implementation of the Communication Strategy of the State Prosecution and Prosecutorial Council. The Strategy was adopted in 2022, for the period of 2023 - 2025 along with the Action Plan for 2023. 

Based on the analysis of the results achieved in the implementation of the Strategy in 2023, the new Action Plan was drafted by the members of the Prosecutorial Council/Secretariats and state prosecutors, with the assistance of the local Council of Europe consultant. 

The Action Plan outlines the goals of individual actions and envisaged activities as well as expected contributions of the stakeholders involved. It provides a framework for continued work on improving transparency and quality outreach of the prosecutorial offices to citizens. 

Knowing that the results in the implementation depends on the capacity to implement agreed priorities, the Plan includes the activities that facilitate quality education of state prosecutors for communicating cases under particular public scrutiny, i.e. cases of domestic violence, crimes against minors and hate speech. 

The Action Plan is being developed under the action "Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro" which is part of the joint European Union and Council of Europe programme Horizontal Facility for the Western Balkans and Türkiye.
