Judges and State Prosecutors in Montenegro enhanced their knowledge on judicial and prosecutorial ethics and discipline

Judicial ethics and principles of professional conduct represent a cornerstone of judicial accountability and professionalism, which needs to be widely promoted among judges and prosecutors, including through judicial training frameworks.

Over the course of the workshop held on 7 - 8 May, 35 judges, state prosecutors and candidates for judges and prosecutors from all regions of Montenegro engaged in lively discussions on fundamental principles of judicial and prosecutorial ethics, focusing on the implementation of the existing disciplinary legal frameworks and Codes of Ethics of judges and state prosecutors in Montenegro. Ethical dilemmas posed before judges and state prosecutors in the performance of their professional duties were addressed through various practical examples and case studies.

Relevant case-law of the European Court of Human Rights and the opinions issued by the Consultative Council of European Judges and the Consultative Council of European Prosecutors were presented and discussed.

Thanks to the knowledge shared and information exchanged, judicial professionals have been given the opportunity to discuss critical issues to improve their knowledge and understanding of professional tools and standards on ethics and discipline. This will also help them to practically apply the knowledge gained in their professional work, but also outside their workplace.

The workshop was organised in co-operation with the Judicial Training Centre of Montenegro, within the framework of the action "Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro” which is implemented as part of the joint European Union and the Council of Europe programme "Horizontal Facility for the Western Balkans and Türkiye".
