Back First training for Montenegrin judicial advisors on freedom of expression

In the framework of the action “Freedom of expression and freedom of the media in Montenegro – JUFREX 2” implemented under the joint European Union and the Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022" first training for judicial advisors has been organised on 5/6 October 2020.

This event marked the beginning of the training component under the grant awarded to the Centre for Training in Judiciary and State Prosecution Service, which would allow for the development of capacities of Montenegrin judiciary on freedom of expression and freedom of media.

The training was focused on judicial advisors from different instances of Montenegrin courts. They would undertake separate series of cascade trainings, alongside the trainings planned for judges and prosecutors. Thus, the action would address their important role in the judicial system, especially in view of the fact they have not been previously targeted by the systematic capacity development on freedom of expression topics.

Structure of the training followed the JUFREX methodology, and the first segment was focused on the key elements of the freedom of expression (international standards, role of media, restrictions to the freedom of expression and tripartite testing). The second segment focused on practical modalities for the implementation of standards in regard to the defamation, protection of journalists and online statements.

While the general aspect of the topic was discussed in view of the national legislation, more interactive discussions on practical issues allowed advisors to discuss specific case studies, facilitated by the seasoned Montenegrin judges that have been the part of the JUFREX Pool of trainers, established during the first phase of the action (2016-2019).
