Representatives of the Constitutional and Supreme Courts of Albania participated in the 10^th session of the Superior Courts Network (SCN), held in Strasbourg on 5–6 June 2025. Ama Kraja, from the Constitutional Court, and Emirjam Ahmetaga, representative of the Supreme Court, attended the session representing the Albanian judiciary, joining peers from across member states for discussions and exchanges on the role of superior courts within the European human rights framework.

Established by the European Court of Human Rights in 2015, the Superior Courts Network is a unique judicial dialogue platform that supports domestic courts across all 46 Council of Europe member states in applying the European Convention on Human Rights. This year’s session marked the Network’s tenth anniversary, featuring an opening session accessible via webcast and the launch of an anniversary book that reflects on the Network’s inception, innovations, and impact.

“The Superior Courts Network is an essential platform for strengthening mutual understanding and the exchange of judicial practices across Europe. Our participation contributes to aligning with the evolving interpretation of the European Convention on Human Rights, while also strengthening judicial cooperation at the European level,” said Ama Kraja, representative of the Constitutional Court of Albania.

Whereas Emirjam Ahmetaga, representative of the Supreme Court of Albania, says that: “Being part of this network reinforces the Supreme Court of Albania’s commitment to judicial cooperation and the consistent application of ECHR principles. It serves as a valuable platform for mutual learning, dialogue among judiciaries, and in-person exchanges. The Supreme Court of Albania has actively contributed to the work of the Superior Courts Network for many years, supporting the development of common standards and fostering stronger judicial connections across Europe”

The Superior Courts Network has become a cornerstone of judicial dialogue, fostering subsidiarity and shared responsibility among Albanian superior courts and the European Court of Human Rights. This close collaboration with European Court of Human Rights is supported by the Action “Improving the protection of the right to property and facilitating execution of ECtHR judgments in Albania (D-REX III)” by strengthening judicial capacities and promoting better implementation of human rights standards. The action is part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye.”
