Final cascade training courses for legal professionals on the fight against ill-treatment and impunity

The Council of Europe and European Union have supported the Montenegrin authorities to ensure that education and information regarding the prohibition against torture are fully included in the training of all persons who may be involved in preventing and processing cases of ill-treatment.

The capacities of legal professionals to more effectively combat ill-treatment and impunity have been increased. Capacity building programs were carefully designed and delivered through four cascade trainings, with the final ones organised on 23-24 and 29-30 January 2018 in Podgorica.

The training was successfully delivered by the national trainers, who were trained with the Council of Europe´s support and will remain at the disposal of the national system making the activities self-sustainable in the future. The trainers followed the training manual on the prohibition of torture and inhuman treatment developed in line with the Human Rights Education for Legal Professionals methodology.

The total of 120 legal professionals received the education and information regarding the prohibition against torture, including practical knowledge on how to document and process cases of ill-treatment. The added value of the trainings was a multi-professional target audience, consisted of representatives of courts, prosecution, police, lawyers and NGOs, who engaged in a vibrant discussion on issues regarding investigation and documentation of ill-treatment cases.

The capacities of the Judicial Training Centre have been strengthened to conduct trainings on fighting ill-treatment and impunity. Seven national trainers have been trained under the Action who successfully delivered four cascade trainings for legal professionals. The Judicial Training Centre demonstrated strong ownership of the training program, through continuous involvement in the substantive, organisational and financial aspects of the activity. A training course on prohibition of torture is included in the in-service training programme of the Judicial Training Centre.

The training program is designed and implemented within the framework of the Action “Fighting ill-treatment and impunity and enhancing the application of the European Court of Human Rights case-law on national level ".
