Union of Bar Associations in Ankara raises capacities on prevention of labour exploitation

Labour exploitation in Turkey was the focus of the capacity building activity with 22 lawyers of the Union of Bar Associations (UTBA), which took place in Ankara. The training was organised under the joint European Union and Council of Europe action on “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey

Rıfat Sagut, Prosecutor of the Turkish Court of Cassation, presented to the participants the national legal framework on the fight against labour exploitation.

During his address Ömer Uğur Özoğul, migration expert at the Presidency of Migration Management (PMM), described institutions’ role in the fight against labour exploitation in Turkey.

In addition, Onur Batuman, Deputy President of the Presidency of Guidance and Inspection at Ministry of Labour and Social Security, provided a comprehensive presentation on the identification and referral of victims of labour exploitation in Turkey and Nafiye Korkut, expert at the Ministry of Family and Social Services, provided an in-depth state of play on the services and protection provided to children who have been victim of labour exploitation.

Sessions were delivered by eminent participants from five institutions and the training was highly appreciated by the Union of Bar Associations.

This training was organised within the framework of the action “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey”, part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019 - 2022”.

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026. The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The envelope of this facility amounts to ca. 41 million EUR (85% funded by the EU, 15% by the CoE).
