Supporting Kosovo Justice Academy in the process of improving court efficiency through the first online survey

The first online survey on court efficiency for judges, court presidents, and court staff is ready after the close co-operation and consultations with the heads of the training programmes at the Kosovo Justice Academy and the joint European Union and Council of Europe action “Strengthening the quality and efficiency of justice in Kosovo*" (KoSEJ II)”.

The survey aims to increase the participation rates and to improve the way to collect data in the justice system in Kosovo. It will be deployed via e-mail, in accordance with the Academy’s new approach for conducting Training Needs Assessments. The responses will also be analysed more efficiently using the survey database.

During the discussions it was revealed that the Academy is very keen to shift from paper to online surveys, as it will significantly increase the quality of its training program. Through the support of Horizontal Facility II programme the Academy is expected to further improve its curriculum by including European Commission for the efficiency of justice (CEPEJ) tools and indicators on court performance.

This activity has been implemented within the joint EU/CoE programme “Horizontal Facility for the Western Balkan and Turkey II”, and its action on “Strengthening the quality and efficiency of justice in Kosovo”, implemented by the Council of Europe.

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026.

The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The third phase of the programme is worth €41 million (85% funded by the European Union, 15% by the Council of Europe).
