Strengthening the professional evaluation of state prosecutors in Montenegro

A round table on the professional evaluation of heads of prosecution offices and state prosecutors in Montenegro, held in Podgorica on 26 October, brought together prosecutors from Montenegro, Slovenia, Romania and Serbia, alongside representatives of international organisations, civil society organisations, the European Union and the Council of Europe.

The event provided a forum to exchange experiences on the initial implementation of the revised evaluation framework, discuss emerging results and practical challenges, and identify opportunities for further improvement.

Drawing on Council of Europe standards and best European practices, participants explored ways to strengthen the fairness, transparency, consistency and effectiveness of professional evaluation, contributing to greater accountability and public trust in the prosecution service. The discussions helped outline recommendations to support the further development and effective implementation of the new evaluation framework, reinforcing ongoing efforts to strengthen the rule of law in Montenegro and advance its EU accession process.

The revision of the Law on the State Prosecution Service and the development of the new Rules on the Evaluation of State Prosecutors were supported through the European Union and Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye, under the Component 1 of the action "Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro".
