Strengthening communication capacities of the High Prosecutorial Council of Serbia

Members and staff of the High Prosecutorial Council Council gathered in Divcibare in the two-day workshop on “Internal and external communication and media relations”. The workshop focused on enhancing capacities for effective, transparent and co-ordinated communication, both internally and with the public and media. Key topics included the legal framework for communication, transparency obligations, communication tools and channels, as well as strategic and proactive communication.

Through practical sessions, participants strengthened their skills in media engagement, drafting clear public messages and managing internal information flows. The workshop contributed to improving the Council’s communication practices, supporting greater transparency, accountability and public trust.

This event was organised within the framework of the Action “Strengthening legal culture in Serbia and capacities of the judicial and prosecutorial councils”, part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”, in co-operation with the High Prosecutorial Council. 

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026. The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The envelope of this facility amounts to ca. 41 million EUR (85% funded by the EU, 15% by the CoE).
