Back MEDIA ADVISORY: Hate speech in Serbian media: a new report to be presented in Belgrade on Tuesday

The main findings of the “Report on the use of hate speech in Serbian media” will be presented at the conference organised by the joint European Union/Council of Europe action “Promotion of diversity and equality in Serbia” on Tuesday, 20 April 2021 starting from 11:00.

Opening remarks will be given by:

  • Tobias Flessenkemper, Head of the Council of Europe Office in Belgrade
  • Brankica Janković, Commissioner for the protection of equality of Serbia
  • Mateja Norčič Štamcar, Deputy Head of the Delegation of the European Union to Serbia

The “Report on the use of hate speech in Serbian media” provides an overview of international and European standards related to hate speech, as well as of the domestic legal and strategic framework. It also identifies possible legal and practical limitations that might lead to the inefficiency of the system of protection against hate speech in the media in Serbia. Furthermore, it presents the frequency of hate speech occurrences, its forms and conditions that contribute to its use in the media in the Republic of Serbia.

The event begins at 11:00 and is open to media. Due to COVID-19 restrictions, the access to media will be provided through video link, upon preliminary registration. Interested media representatives should register by sending an e-mail to [email protected] no later than 14:00 on 19 April. Simultaneous interpretation will be provided.

The action “Promotion of diversity and equality in Serbia” is a part of the “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, a joint initiative of the European Union and the Council of Europe that enables the beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with the European standards, including where relevant within the framework of the EU enlargement process.

The first phase of the Horizontal Facility programme ran from 2016 to 2019. The second phase of the programme is being conducted in the period between 2019 and 2022 and is continuously developing important initiatives in Serbia and in all the Western Balkans Beneficiaries including Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, as well as Turkey.

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026.

The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The third phase of the programme is worth €41 million (85% funded by the European Union, 15% by the Council of Europe).
