Work in this area focuses on promoting freedom of expression and freedom of the media in line with European standards. It targets legal professionals (judges, prosecutors, lawyers), police authorities, Media Regulatory Authorities and governmental bodies in charge of the media legislation and journalism related issues as well as Media actors (journalists, associations of journalists, self-regulatory bodies, students of law and journalism and other media organisations).

Enhancing court–media co-operation for greater transparency

Judges, court spokespersons and members of the Kosovo Judicial Council gathered for a workshop aimed at improving communication between the judiciary, the media and the public. The discussions focused on enhancing transparency and ensuring effective access to information in line with European standards.

Organised by the EU and Council of Europe PROFREX action in co-operation with the Kosovo Judicial Council, the event explored the Council of Europe standards and the case law of the European Court of Human Rights, including Article 10 of the European Convention on Human Rights, the Tromsø Convention on Access to Official Documents and the Aarhus Convention.

Through interactive discussions, experts’ presentations and group exercises, participants examined practical challenges in balancing transparency, privacy and confidentiality in judicial communication.

The workshop also strengthened practical skills for court reporting, managing press requests and communicating effectively in sensitive or crisis situations. It fostered dialogue among the judiciary, the Information and Privacy Agency and the Agency for the Protection of Classified Information, promoting a more coherent and transparent approach to access to information within judicial institutions.

This activity was organised within the framework of the action “Protecting freedom of expression and of the media (PROFREX)” in close co-operation with the Independent Media Commission. PROFREX is implemented by the Division for Cooperation on Freedom of Expression of the Council of Europe and is part of the joint European Union and the Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”.
