Work in this area focuses on promoting freedom of expression and freedom of the media in line with European standards. It targets legal professionals (judges, prosecutors, lawyers), police authorities, Media Regulatory Authorities and governmental bodies in charge of the media legislation and journalism related issues as well as Media actors (journalists, associations of journalists, self-regulatory bodies, students of law and journalism and other media organisations).

Council of Europe Provides Legal Support for Kosovo*’s Draft Law on the Independent Media Commission (IMC)

In response to a request from the Committee on Public Administration, Local Governance, Media, and Rural Development, and the Independent Media Commission (IMC) in Kosovo, the Council of Europe has provided a Legal Opinion on the Draft Law on the IMC. This initiative reflects Kosovo’s commitment to strengthening media regulation.

The Draft Law aims to establish a robust framework for audiovisual media services, fostering an independent and transparent media environment, in line with European standards.

This legal support was provided in the framework of the joint European Union and Council of Europe joint programme “Horizontal Facility for the Western Balkans and Türkiye – Phase III” and its action on “Protecting Freedom of Expression and of the Media (PRO-FREX)”, implemented by the Council of Europe Division for Co-operation on Freedom of Expression.
