Successful finalisation of the human rights legal course for law students

The second generation of law students in Montenegro has successfully completed the human rights course on application of the European Convention on Human Rights. On 8 May 2019, the simulation of a Strasbourg Court trial was organised to mark its successful completion.

The course was implemented during the second semester of the third and fourth years of law studies and will provide hands-on legal experience on the European Convention on Human Rights and its practical application for 30 students from the Universities of Montenegro, Donja Gorica and Mediterranean. The students were coached by law practitioners – judges and lawyers, as well as by HELP tutors and national trainers of the Judicial Training Centre.

The specific focus was on the case studies in relation to prohibition of torture and ill-treatment, that provided a beneficial learning environment and enabled students to develop and hone essential lawyering skills, including oral advocacy, fact-finding and research.

During the trial simulation, the students have shown ability to transit from university-based knowledge to applying skills in a more practical environment. They have shown strong command of human rights standards and strategic thinking.

The students who obtained the best results are offered the opportunity to visit human rights institutions in Strasbourg. The two-day study visit included the attendance of a Grand Chamber hearing of the European Court of human rights, theoretic presentations and practical exercises. The study visit allowed the participants to get a better understanding of the work of European human rights institutions and encouraged them to take responsibility for respecting and promoting human rights when they return home.

The activity is organised in close co-operation with the civil society organisation “Center for Monitoring and Research”, Universities of Montenegro, Donja Gorica and “Mediteran”, within the Action “Fighting ill-treatment and impunity and enhancing the application of the European human rights case law on national level” which is being implemented in Montenegro under the joint Council of Europe and the European Union programme “Horizontal Facility for Western Balkans and Turkey”.
