Assisting the Government of Montenegro in preparing new national 2024-2029 LGBTI Strategy

The first session of the working group in charge of drafting a new National LGBTI (lesbian, gay, bisexual, transgender, intersex) Strategy for the period 2024-2029, took place on 26 March in municipality of Bar, Montenegro. This activity, aimed at devising a new national strategy tailored to the needs of LGBTI individuals in Montenegro, brought together a diverse group of participants, including different ministries, among which Ministry of Human and Minority Rights, Ministry of Interior, local civil society organisations and representatives from the Council of Europe.

Under the guidance of two Council of Europe experts, in support of the Ministry of Human and Minority Rights, participants delved into discussions regarding the construction of the Strategy, exploring suitable indicators and monitoring mechanisms for the implementation period. Through collective endeavors, participants examined and evaluated the current draft legislation, incorporating their insights, comments, and recommendations from all involved parties.

This activity, in line with the 2017 recommendations of the Council of Europe’s Commission against Racism and Intolerance on Montenegro and other relevant European standards, such as Council of Europe’s Committee of Ministers recommendations on SOGI demonstrates  Montenegro's dedication to safeguarding human rights through tailored legal instruments aimed at fostering equality. The forthcoming LGBTI strategy will not only reaffirm the pledge to uphold human rights principles for every individual, irrespective of their sexual orientation, gender identity, or expression but also bring forward substantial benefits for the LGBTI community in Montenegro, including diminished discrimination, enhanced social inclusion, legal safeguards, and economic empowerment.

The initiative was supported by the European Union and the Council of Europe, through the joint action"Combating hatred and intolerance in Montenegro", implemented within the joint European Union/Council of Europe programme "Horizontal Facility for the Western Balkans and Türkiye”.
