Montenegro launches new HELP course on judicial ethics

A new HELP (Human Rights Education for Legal Professionals) course on judicial ethics for judges, prosecutors, and lawyers is being launched in Montenegro, in close collaboration with the EU and Council of Europe joint Action “Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro” and “HELP in the Western Balkans” project.

Set to begin on 16 June 2025 and run through the end of July, the training course aims to strengthen the ethical awareness and professional integrity of legal practitioners, promoting key principles of impartiality, accountability, and professional conduct in the justice sector.

Developed under the Council of Europe’s HELP Programme, the course blends European standards—drawing on the case law of the European Court of Human Rights—with Montenegro’s national legal and ethical norms. It offers a practical and interactive approach tailored to the specific challenges faced by the country’s judicial professionals.

By equipping participants with a deeper understanding of ethical obligations and best practices, this initiative contributes to ongoing efforts to foster a more transparent, independent, and trusted judiciary in Montenegro and represents a significant step forward in building a culture of ethics and professionalism at the heart of the country’s judicial system.
