Get to know the most recent publications under the Horizontal Facility programme

In this edition of Highlights, we present the main publications produced under the framework of the Horizontal Facility III programme with an aim to enhance knowledge and bring European standards in various areas closer to the beneficiaries in the Western Balkans and in Türkiye.

The publication “Guidelines on Democratic Competences Through A Cross-Curricular Approach” translated in the Serbian language, is based upon one of the Council of Europe’s flagship initiatives, the Reference Framework of Competences for Democratic Culture (RFCDC) which promotes a democratic and inclusive school culture. these standards are put into practice giving life to Council of Europe tools in education systems, schools and their communities, adapted to each context.

The translated study into Turkish, “Guide on Family-Based Care for Unaccompanied and Separated Children”, aims to clarify the basic international principles and practical issues in this field and thus to support the member states of the Council of Europe in fulfilling their international commitments for unaccompanied and separated children.

GRETA thematic study on the implementation of Article 23(3) of the Council of Europe Convention on Action against Trafficking in Human was translated in Macedonian language. It reviews how Council of Europe member states implement Article 23(3) of the Anti-Trafficking Convention, focusing on using financial tools to combat human trafficking. It highlights the need to strengthen asset seizure, confiscation, and financial investigations.
